When should we pay the fees to CHC, Buffalo

Hi Friends,
After receiving AOR from CIC, NS we will be given 120 days to apply for the second phase to Buffalo, USA (As I am staying in USA). Do I have to pay the fees to CHC, Buffalo while applying for the second phase (I mean do I have to include the fees to CHC Buffalo along with the application)? Or do I receive a request from CHC, Buffalo to pay the fees after I submit the application to CHC Buffalo?
