When should I apply

Hi friends,
I just gave my second year b.com exams and I will graduate next may. My university normally declare results in July. I want to do PG diploma in Business Management, so when should I apply to particular colleges and universities?

July will be too tight for September intake of next year, I would suggest you look for January 2021. Different colleges open at different times, by the time you get your results you should be able to apply for the January 2021 intake.

I can't get conditional offer letter?

You will get straight into Canadian winter which is very, very cold. Other than that, there is not that much difference.
I've heard that placements, internships are less for students applying for January intake and they don't even get a vacation in between. Is it possible that I apply for visa with conditional offer letter without submitting my last semester's marksheet? Or july 1st week will be too late for applying for visa?

Like @selvakk says, you need an unconditional offer for the visa.

It may be worth it to wait for the intake so that it's a September intake if you are concerned about vacation and other timing.

If that's the concern, then you can delay to the September 2021. Its better not to hurry for September 2020, if you don't get visa, then they will deffer you to Jan 2021, which you don't want.

Okay I got it.
What if I have conditional offer letter in my hands before June and my university declares results by 1st week of July, then I will send my mark sheet to Canadian university and they issue me unconditional offer letter before August Then I apply for visa. What say?

If you have an unconditional offer, you can apply for the visa. But August is possibly too late for a September intake.
