I hope that you're second definition of the ++ is correct, that it only indicates a 2nd request within the same week and not that they're pissed off. For the past three weeks I've sent in an enquiry once a week. The past two weeks I got a response, but this week I did not get any response. It could be 2 defined in 2 ways 1- they are pissed off or 2- Indication of a 2nd request within the same week.
In my opinion, I didn't care I wanted to provided some important documents that they didn't received it when I sent my application.
However it doesn't slow down the process, it's quite the opposite it may help your case.
When we order the CAIPS notes, will it tell us, for example, what they're doing background checks on? Or why they chose to conduct further background checks? Will the CAIPS notes give more insight into the case?
