when is SINP going to invite new applications for 2016

I am very disappointed, SINP qouta was filled on jan 6,2016 itself since they had invited the applicatiobs in dec. N now they have not invited them back.last year they invited in jan nthn in june or july. So do we accept that this time also its going to b tht late.
I must say the new government had made no changes n this express entry system is complete fail. Dont knkw wat the canadian government is upto.
