When is right time to apply for PR and Open work permit

Hi I am currently on an IEC visa that expires in May 2021. I am living with my partner in Canada and am wanting to apply for PR through common law but I’m unsure about when to apply for both. Would waiting until January be too late to apply for both work permit and PR?

Yes that’s the problem so wanted to know if that left too little time to apply in January.
