When does your file move from central intake office

I'm curious about how visa offices work. My file is at Ottawa VO. Is this a central intake office? If it is, will the file eventually be transferred to a local VO? And if so, at what stage is it transferred?

I think that’s CPC - case processing office. Once everything is passed and your file is approved, it will be sent to the local VO nearest to your city of residence for COPR approval. There are also cases where the file stays in Ottawa and Ottawa issues the COPR directly.

centralized intake office, but from 2023Nov moved to : Ottawa HBM?
what does office ottawa hbm meaning? i am afraid of that my case take so long (from 2021) any have some thing in trouble, and need moved to Ottawa ????
