Well it happens sometimes. I'm sponsoring for Quebec. It's something very basic that seems so simple but...

Guide 3900 says:
If you are a Quebec resident and meet the federal requirements to sponsor:

the CIC officer will send you a letter with instructions to download the MICC undertaking kit, to complete and submit it to the MICC with a copy of the letter received.
processing will begin when MICC informs us of their approval of your undertaking.
While form IMM0008 asks when did you apply for your CSQ.

Since I am sending all the documents (sponsorship application and sponsored person) in one package (according to checklist (IMM5491), we have a contradiction. I can't apply for an undertaking before CIC accepts me as a sponsor, right? And the undertaking and the CSQ application are to be sent in the same package. Since I didn't apply for an undertaking yet, the sponsored person cannot apply for a CSQ, thus we cannot say when was the CSQ applied. What to do?


Also, checklist asks for photocopies. I'm assuming those are not certified photocopies. Am I right?

Hey berbu,

the form is indeed a bit confusing. BUt you are right - you will apply for CSQ once you get the letter for sponsorship approval. So you can put a date ( otherwise the form won't validate I think), but then cross it out when you print, and attach an explanation that you will apply when you get the sponsorship letter - CIC is aware of that, all Quebec applicants do that. Hope it helps.

For photocopies - only some are certified ones, and it is usually stated. If it is official documents, probably best to go with photocopies, but for other papers (chat, email etc) no need.

I have one more though. I want to submit my application right away to shave some time off the approval process. I will have more decisive evidence coming later (common-law). Can I submit more evidence after I submitted the whole package (and the application hasn't been in process yet)?

Hey Berbu,

sorry, didn't see your question before.
I would not advise sending more information later. It will delay the process, and you risk being called for an interview. It takes time to send more information, get it matched to your file etc, so unless it will delay for 2 or 3 months to wait for more proofs, I would recommend getting all the documents together and waiting to have your application complete before sending it off. But of course - that's only my personal opinion! i think it's easier to wait and have everything, so when your file gets opened, the VO has all the information and can take a decision right away, instead of sending you a letter about more information, you sending it, being matched, and a decision taken - to me it's not worth it.

also - you can not add any information until you have been given a file number ( so your file has been opened etc) because otherwise it would get lost. So I would really recommend waiting and having your application complete before sending it off.
