When can temporary foreign workers start applying for PR in Canada?

Hi,

My friend and his wife are from the USA but have been living here for 6 years. They are on their second work permit. Each was issued for 3 years. They also have already had 2 children here who are now Canadian citizens. At what point do they (the parents) become eligible to apply for PR and how does one go about it?

The point when the parent(s) become eligible to apply for PR is:

1. If/when they have the skills to apply under one of the Skilled Worker programs.

2. When the eldest child is old enough to sponsor them with a Family Class sponsorship application...which would be a very long time from now.
