When application is considered as received-CIO

Dear All,
Please let me know:
1) When an application is considered as "Received and given file number"?
a) Soon as received OR
b) When payment is transferred to official account?. Which takes few days/weeks (if payment is done through Draft) after receiving the application packet by CIO.

2) If an application is dispatched to CIO and during this process, before receiving, if any rule changes then what happens? Whether date of postages is considered by CIO or any thing else?

Application is considered Received when your application is delievered to CIC but the file number is given when the application is approved. Even if they have charged you the fees they can still refuse your application. The approval is only confirmed when you received your first AOR by email.

Yes the date of postage will be considered. Like recently when new rules changed on 26th June the application received by CIC before 26th June will fall under the old rules, does not matter if they have opened the package yet or not.

During recent rule change (on Jun26th), date of postage is considered for some categories. For example, if you posted your application on Jun 25th (in FSW1 category) and it was received on Jun 28th, it was not considered. But for other applications categories like investors/entrepreneurs, I think this was allowed.

For FSW, they have clearly mentioned that any application received on or after Jun26th will fall under new rules. So, the new rule itself states if "date of postage" has any validity.
