What Visa office?

Hi My Husband is currently working in Taiwan right now as a worker but he is Filipino citizen. I check our ecas on my husband side applicant there is no.2 added saying we started you application June 28,2018 My question is what is the meaning of that? Is that means that he’s paperworks is the Visa Office now? And where it is going in Manila or Hongkong Visa Office? How long it’s going to take? And what’s next after that? Thanks a lots
