I m the 1st Applicant in EE and my WIFE is the Second Applicant

But in my Bank Account....

1st Applicant is Me but 2nd Account Holder is my Father....

is it applicable for POF.....

No. You would need a declaration from your father that he gives you full authority to use the funds without any restrictions, then you may use that account. Of course it needs to have funds as mentioned by CIC for two people.
