What to do????? Help

okay so I sponsored my spouse outside Canada as we live abroad. He was approved. We got his approval when I was home and he and our son were on vacation in Canada. I sent his paper to him via fedex. The letter said to either come to Canada by landing or call this number and make an appointment if you are in Canada. I told him to drive to the USA and come back across as I felt the letter saying to call the number was for in Canada applications and not what we should do, crossing the border and relanding was the correct way. As they were up there on holiday for the summer he decided to call the number. He got an appointment at the London Ontario office and he had it today and they denied him. As I wasn’t I the interview room I don’t know exactly what went down but he said he told them I was still at home working and that’s why I wasn’t there for the appointment ( I didn’t need to be there) so they said it wasn’t nesscary for him to have Pr if I was working and living in another country. I’m only here cause we are getting ready to move back to Canada... They said they are going to send his info back to Jamaica for review...I feel like he had just listened to me and left Canada and came back in this wouldn’t have happened. He was approved and didn’t need to have an interview. We did all that.. Now I don’t know what to do or who to call..... any suggestions???

Well your husband didn't convince the officer that you will be returning to Canada.

See link. A particular forum poster was in the same situation as you but seems like it was easily solved. Her name is NVJ.

I would assume IRCC will contact you to provide proof you will be returning to Canada so I would suggest to wait until you get a update.

IRCC are getting MUCH stricter with the Canadian sponsors abroad and the "intent to return to Canada permanently" requirement.
Unfortunately, this appears to be a case where the proof of intent failed at the last hurdle. Yes, I suspect that flagpoling would have been less of a risk.
