What to answer when Canada Student Visa Refused

Hi Friends,

I have been refused Canada student visa in 2007

Need advice on what to answer now for below questions

1. Been refused refugee status in, or an immigrant or permanent resident visa or visitor or temporary resident visa to, Canada or any other country, or have been refused a Certificat de sélection du Québec (CSQ) to Quebec? Yes or No

2. Been refused admission to, or ordered to leave, Canada or any other country? Yes or No

I don't remember if there is any other place(OIPNP application or EE Profile) which asked for this kind of question . If I remember somewhere there is similar question could be under EE profile creation ,correct me if I am wrong and I think I answered that I am not refused a VISA by any country.

Can I still answer NO for the above questions. Could this become misrepresentation?

2. If you have been to any country where they have refused you entry at the airport , or you have received a letter from Immigration in which they told you leave the country including Canada , If answer to this is "Yes" then you have to write yes otherwise NO.
If you have been refused then you should say yes , if you said "NO" then it's misrepresentation and it doesn't matter where you answer eg visitor,student,worker or PR.

Looks like this is how it's written in the Schedule A form, which is totally clear.

The way q#2 is written in the e-APR's statutory questions right now is

"2. Has XX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?"

leaving it open to the interpretation that it still refers to being refused a visa in general (rather than just at the port of entry as you and I think it is), as discussed here:

I chose to err on the safe side and answered "yes" to both as I've been refused PR before, although I haven't been deported, but I hope CIC is aware of the ambiguity here.
