What to answer for Statutory Questions in e-APR ?

I am concerned about choosing "YES" or "NO" for the below questions .

Has XXXXXXX been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

Has XXXXXXX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

I had previous applied for EE and got ITA. However, my earlier e-APR got refused due to insufficient proof of employment history. Should I select "YES" for the above questions, when I am applying e-APR again now ?

If you don't mind me asking, why did they refuse you? Was it because your employment letter didn't contain all the information or your boss/hr didn't want to reply the email?
