i'm confused. do you want to apply visitor visa or immigration? every visa office is different. you should with the consulate in manila about going in person.

you can also post your future questions in this thread because i think they are more filipino-specific

You call the number on the country specific instruction when you're ready. Print the instructions so you can read and re-read it when you do not understand it the first time that you read through it. You can not go to the embassy and submit the application together with the other requested documents personally. I can post in Filipino if you want me to do it in Filipino. Haste makes waste. So better print the forms, read through them, make drafts and see that you have the supporting papers. An invitation letter from your friend is not enough. You should be able to display your own "ties" with the Philippines.

And you don't have to "authenticate" (red ribbon) your documents if you're only applying for a tourist visa. You can submit original documents (just make sure that you write any document you submit). The embassy will return the supporting documents to you once the processing is over.
