what makes any job offer a "valid job offer" . for only Saskatchewan

well i need yours help , i have some question regarding . valid job offer requirement
1- i am planing to apply for Saskatchewan pnp program.
i heard by some one that if you valid job offer there is no need to show proof of funds and that is easy to get ITA under PNP. as Saskatchewan is member of Canada Atlantic pilot program. that is no necessary that yours job offer verified from Labour Market Impact Assessment (LMIA),.
so what you expert friends say about this.
what is basic components makes job offer to valid job offer. which can help to ge ITA

Does the PGWP with a NOC A/B/O job offer called a Valid Job offer ?
