What kind of person will receive RQ after test?

Is there any reason receiving RQ after test?
Or is there a specific group of people will have RQ after test?

My friend told me that people do with investor immigrants are most likely have RQ after the test.

Is that true?

I have no clue, but a friend of mine got RQ right after her test, after test and interview officer gave her RQ and she came with her parent's investor immigration visa, But all her families ( Father - the investor , mother and brother they got their passport already) they didn't get RQ but only her. She is waiting since 2012. Even passed the test last July in toronto.

may be if they show a recent passport stamp....like ther are coming to canada just for the test ,,,not sure though
