what is the reason for this ghost update

I am Inland, oinp stream,
AOR Aug 2019,
criminality passed
eligibility passed
upfront medical June 2020 (passed)

I Called IRCC a month and half ago and agent said security didn't start.
I got GU a few days ago. I called ircc today and said security is in progress

Is the GU because security started or something else?

Please help in this
