what is the process to invite my mother for visit

Hello,,,

I am Canadian citizen married with children , I work full time with annual income above 100K . I intend to invite my mother which she lives in Jordan with my brothers and sisters , she is 84 years old , and I am happy to purchase health insurance from Canada to cover her visit my questions is

1- what is the format of invitation letter
2- shall i apply for her online or let my brother apply through Canadian embassy in Jordan.
3- I have read about the ties for the applicant , what kind proofs for ties for an 84 years who live in Jordan since birth and she live with my other family in Jordan knowing that she has many travel history to KSA visiting my sister there for period of months and she get back to Jordan at the end of each visit .
4- what is the processing time for visit visa

1) In your invitation mention that you want to show Canada to your mom because its summer in July. ( ask visa for 3 weeks)
2) Apply from the Jordan because she needs to give her finger prints.
3) Mention she can't survive in winter so she needs to go back to Jordan / she has her friends and family that she likes live in Jordan and she loves your brother alot so she needs to go and stay with him. ( She will be unhappy if she gonna stay here for long time)
4)It depends on High Commission in Jordan. Go to their website and check the processing time)

Thanks a lot for your valuable reply ,, but what I see that many members here got denied a TRV for their parent and they are similar to my case and situation. Is this a trend with CIC or just different individual cases.?
Last question do I have to buy an insurance coverage that might cost 2000 CAD even during the application even the outcome is not clear?
