What is the process to apply Urgent processing of a PR Card for new immigrants

Hi

Did anyone applied for "Urgent processing of a permanent resident card" for new immigrants. Please see the following link for urgent processing of PR card.

Please let me know whether new immigrant(no previous PR card) can apply for urgent process if we met the conditions mentioned.

Anybody know how long did it take to get one and what is the process?

It seems impossible to have urgent processing for first time PR card...

There is no urgent processing for first time cards.
