CIC has the discretion on which office your application will be sent to. In the GTA (Toronto area), an application can be sent to either Mississauga, Scarborough or St. Clair. With the record expediency in which citizenship are granted in
Mississauga (a number of which are decided, that is, oath invitations given during the same day as the test), it's been presumed that cases deemed routine are sent there. In principle, even before Bill C-24 became law, citizenship officers in Mississauga have already been making grant decisions and judge approval are probably just done through formality (unless some red flags are raised during test/citizenship interview).
