A visitor visa is issued to those from countries that require a visa to enter Canada. If after questionning when seeking entry to Canada with a visitor visa you may be allowed to enter Canada. The officer can stamp your passport and allow you forward - if no entered in the passport then 6 months entry is granted. Any variation could be entered at the time of entry on the time allowed with a visitor visa. Most commonly if there is a desire to monitor the entry and depature of someone they may be placed on a visitor record. This VR will usually require departure from Canada at a particular date or place conditions on the stay.

So the main thing with a VR is it becomes a monitoring device where there may be concern that someone may not depart as required - a control device.
