I assume you are talking about post-secondary education.
In Canda there are a number of options depending upon your target field. Any University will be more expensive then a College. However depending on what type of program you're looking for some programs can only be obtained through a university vs a college.
Colleges (with some exceptions) are typically more hands-on training and less theoretical.
There are also other educational insitutitions that offer courses (some of which have higher recognition in the market then others). Like the DeVry Institute.
I wouldn't focus on what is the cheapest, but rather who offers the programs you're considering and then look at all your options. Like in all countries different post-secondary institutions have better and worse reputations then others and yes, this will make a difference as to if/when you're hired.
