There's no official rule. It's a case to case basis + the CBSA officer's mood. But the recommendation here is 6-12 months at least, or the same amount of time previously spent in Canada. In your mother's case, I personally would say 12 months at the very least. The bottom line is that your mother shouldn't be living in Canada, or appear to be doing so, on a temporary resident visa.
