Dear all. my dad was a PR in 2001,but left Canada in 2003 and never came back. It is very obvious he didn't meet the PR obligations.

And now he wants to re-apply PR under the BC PNP program.

And he wonders.
1: will the past not-meeting-the-pr-obligation immigration record cause negative affect or even prohibits him from re-applying?
2: does it call "removal order" when his PR is being cancelled? because under BC PNP, it states that the nomination will not be issued to someone who is under "removal order". Or it just means someone is still in canada but he shouldn't be so he would be under a "removal order". Removal order will be gone when he leaves canada?

Your father is still a permanent resident of Canada.

To cease being a permanent resident, he needs to apply for a travel document. The visa office will then note that he has failed to meet the residency requirement and that constitutes termination of his status as a permanent resident. He may then re-apply. This is not a removal order.

His prior approval should not count against him.

If he were to come to Canada and be reported for a failure to meet the PR residency requirement, then he would be served with a removal order. But that does not sound like this is what has happened. "Under a removal order" means someone who has been ordered to leave Canada but has not yet done so (since one is no longer under the order if one leaves Canada.)
