What is PRIMARY NOC?

My friend studied Education at the University and now is working as a social worker. Completely different things there
Is it ok to put NOC for teacher as his primary occupation and also it asks to put the day when he was able to practise it. So would it be the day when he got his Bachelor's degree?

I would put the NOC for his occupation i.e., Social Worker. Because that's where his job experience is, not in teaching. The NOC of my studies is different than the NOC of my Job, so I used the NOC of my current employment, because that defines my "occupation". And the date of completion of his studies would be the answer for day when he was able to practice it. Because even for social worker, some sort of post secondary education is required.
