Not only visa officer but ur luck also matters .

I think it's very important that your qualification matches the job being offered, ties to your country is important as well so don't just count on luck. Assess yourself, am I qualified to do the job. Your knowledge in English or French is also vital. Previous application also matter. If you've been refused chances are future applications will undergo much scrutiny.
