what is considered non-discretionary purpose

I am in TRV/work permit and invited parents to visit me and support in my preganncy/maternity period. Upon sending email to IRCC to request prioritize application, they said it is not non-discretionary. So, I am wondering what is considered non-discretionary travel purpose? See email below:

Based on our assessment of your recent enquiry, we cannot process your request as you have not provided sufficient evidence that you meet an exemption criterion and/or that your travel to Canada is non-discretionary, per the travel restrictions implemented to prevent the spread of the novel coronavirus (COVID‑19) in Canada.

So your parents have visitors visas and were declined written authorization to travel? You are a temporary resident so your parents travel is not considered essential during a pandemic. It is as simple as that.

in website it says immediate family member of temporary resident are allowed to visit...they dont have visa yet but its in processing and inquiry was sent

It states they need a visa and written authorization to travel. Unfortunately, it doesn’t mean a TRV and authorization is guaranteed. Yes, they are allowed to visit if approved.

so what reason they could visit to count as non-discretiinary?

For example if you were hospitalized in the ICU with covid your parents may be able to come to Canada. There isn't a list of what qualifies and what does not. For example you do have your spouse with you so you aren't alone in Canada. If you were alone in Canada with no friends or family the case may be viewed slightly differently.
