What is "Approval in Principle"

I applied for PR status from within Canada almost two years ago & I have just checked the status of my application on the CIC website and you can imagine my utter shock to see my application marked "Decision Made". After opening the link, the message says that a letter about my "Approval in Principle" was mailed to my address 10 days ago yet I havent received it. I am going crazy with anxiety as I wait for this letter. Meanwhile, I have called the CIC Call Centre who have denied any knowledge of the letter and I don't know whom to contact. What exactly does "approval in principle" mean? Is it possible that the CIC Call Centre Customer Service Agents would not be aware of any correspondence sent out to me yet the information is clearly marked on their website? Anyone out there who has been in my situation? Please advise.

1. They would only know the same as you that a letter has been sent, they don't have access to the letter's content.
2. It would appear that the letter is either a refusal or approval of your application in Canada.

19 jan 2017 -I was interviewed and my sponsor also
26th all remaining documents submitted
27th - my sis interviewed for relationship confirmation
Still Waiting for loa
If it takes too long does it mean it is coming on mail rather than email ?
