If by "neutral LMO", you are referring to LMOs that do not have the name of the foreign worker, they are usually issued to employers who anticipate needing a large number for foreign workers to fill labor shortage. For example, if they need 20 workers, they apply for one LMO and then submit names of the new workers using the same file number.
