What happens next after submitting Fbi Clearance

Hello I went to my interview and was approved and passed said once I have my police clearance I will get a appointment and be issued my visa same but I didn't have it at the time so it was in pending that document finally Got my USA Fbi clearance requested a appointment but instead they ask me to Dhl to the visa office and just that document.
Now am confused as to why not give me a appointment ? And how long am I looking at after this?
