What exactly are they checking when we're in process?

I truly have no idea.

I've been in process since November 2012 and CIC says my file is in Calgary.
What exactly are they doing while I'm "in process"? I've lived here since the 80's, never lived anywhere
else, went to school here, I work and am raising my family. My file is so basic I can't understand what is going to take
21 months to go through, or is the delay due to the volume of applicants they get?
