What dose "No application returned" from VAC (USA) website tracker mean?

Hello,

I submitted application online and sent my passport to VAC in NYC as required. Now when I use the application tracker on VAC website, it shows "No application returned". Does anybody know what it means? Does it mean my application is processing in visa office?
