Can anyone tell me what should I reply back in my SOP in new application

I have no idea because nowhere have you shared any information about yourself, your language scores, what you studied before you applied for your new program, what your grades are, what you said in your application, or anything like that.

It's absolutely impossible to comment without any information about you. All I can comment on is what the refusal said.
