What does this mean?

Hi, I applied for study permit at the end of May this year, and my university term starts on September 4th. I need to inform the department of my visa situation within this week so they can make a decision regarding my case.
I called the CIC Canada number and was informed by the agent that my application is being processed in Abu Dhabi so they did not have any information for me beyond what I knew already.

I also went through the automatic tape recording on my application status, and at the end of the message, the voice recording said that a decision regarding your application has not been made, and your application processing time of a 106 days is not yet over.

I am a bit confused about this processing time: does it mean that I will receive the decision exactly after 106 days have elapsed for my application? (which will mean I can surely not start on time). The given processing time from where I've applied is 11 weeks on the cic website.

Can someone provide an insight into this? I'll be very grateful, thanks,

i think the CIC is plagued with unreasonable delays with no insight whatsoever on how long the process may take. They know it is going to take a minimum of x days (e.g., certain background checks that have a backlog) , but they are so incompetent to figure this out and let people know so they can arrange their plans around that.
