What does it mean.: "Final decision This application has been approved."

Dear All,
I have applied for my mother Visit Visa, online. now i got this message on the portal which says -"Final decision This application has been approved."
they have collected the Passport as well but we haven't got any message to collect it. so does mean that my Mother got the Visa.
