what does following mean on ecas

i check today on ecas there is one option saying "Application for Permanent Residence Outside Canada".(COMPLETE)
(This is the last step in the processing of your application). Explaintion....Applicant Arrives in Canada and is Granted
Permanent Residence
You will need to meet with an Immigration Officer who will verify your documents and grant you permanent residence if all is in order.What does mean that.Verify documents? what kind of documents are those? i already got letter saying that your application has been farwd to your visa office.Which is in CHC ISB.So far hasnt get reply from them.its over month and few days. i need to confrim above Sentence.

While checking updates on your ECAS you have to select the option "application processed outside Canada" because your visa office is Islamabad. Once you select that option, the result will be appeared automatically.

How can it say complete as its says on the site that complete is only in ecas once they have landed or is the embassy jumping the gun on ecas
