What does "being exempt from an Arranged Employment Opinion" mean?

in the "Skilled workers and professionals: Who can apply—Arranged employment" in CIC it has mentioned the following criteria:

"you must be in a category that is exempt from an Arranged Employment Opinion"

What does this mean ?
