It doesn't matter if your wife is a Canadian citizen or PR. Processing times can be found here:

http://www.cic.gc.ca/english/information/times/perm-fc.asp

You can sponsor your mother for the super visa as soon as you officially become a PR of Canada. You will have to meet the minimum income requirement to qualify (i.e. be making the minimum amount of money required to sponsor). She will also have to pass a medical. Processing takes anywhere from a few weeks to a few months. Also, there is no guarantee she will be approved.

You don't become a PR just by marrying a Canadian. Once you are married, the Canadian has to sponsor your for PR. How long that takes depends on how long it takes for you to put the application together + the processing time in the link I provided above.

Just suppose, If a girl marries a canadian citizen and he sponsors her for PR, It takes around 1 year for the girl to take PR
So my question is:
The girl will get PR from the home country? or she will get when she fly to canada?

One thing more:
If the girl gets PR, but she doesn't work, but her husband works and meets the minimum requirement for the salary, then can he sponsor the girl's mother for super visa?

To officially become a PR, you must first wait for your PR visa to be issued. Once the visa is issued, you must travel to Canada and "land" (arrive) in Canada to activate your PR status.

The girl still has to be the one to sponsor her mother - however she can include her husband's income to meet the minimum requirements.
