what criteria does local office use to schedule test?

what criteria did local office use to schedule test? based on application date? in process date or local office transfer date?

why the speed could vary from 6 months to 24 months the whole process?

some office sent out test 1-2 months after local office transfer, but in the west we are waiting for 15 months - 25 months without nothing.

Only the CIC is qualify to clearly respond to your concerns. However, in my humble opinion, the simplest answer will be because we are different from each other with different situations even though we are filling the same application.

There is a guy who applied in March hasn't gotten a test, but his wife applied in June, already done with the test. He told me that both their condition are basically the same. IMO, it depends on which officer is handling your application. And there is no time limit for them, as they are free to make you wait 3 months or 3 years, it's all in the hand of the officer. You know, some people just do things normally, but some people have a principle : "If I can make it difficult for you, why should I make it easy?"

Thank you for the clarity. I started my answer by saying that only the CIC is qualify to clearly respond to his concerns because I do not want to judge people that I do not know.

In that specific case it could be down to the fact that June applicants are likely being processed under the new decision-making model that came into effect in August.

I think it's largely political as well. The government probably has a vested interest in getting new applicants through as soon as possible, rather than clearing those who have been in the pipeline for a while, so they can trumpet that their Bill-C24 changes are working and since it's implementation people are now being processed in less than a year.
