What are the options for my mother?

I rarely post here without looking first into CIC or other resources out there. But I'm a bit overloaded with information and confused and need some clarification. I have my mom visiting from Venezuela, for those that don't know what is happening there, you can read this: http://www.aljazeera.com/indepth/features/2017/04/venezuela-happening-170412114045595.html

My mother is visiting on a tourist visa that expires soon in September, however, I would like her to stay here for longer time until things go back to a more normal state down there. I can't apply for her sponsorship until next year when application time opens again. Super Visa requires one year insurance at time of application, which makes it expensive. What options do I have to extend her stay here for at least 6 more months? Can I apply for her extension from within Canada? Canada is not longer accepting/processing visa applications in Venezuela. Venezuelans need to apply via what is called VAC (Visa application center) which is a third party that actually sends the application/passports to Mexico, where Visa is processed. So that's another reason I would like to apply for her from Canada, but I'm not sure if that is possible at all with any option I have to have her for longer term here.

Political demonstrations aren't really grounds for asylum.

Apply for a 1 year extension on paper. Current processing time for paper applications is 119 days (4 months of the 6 you would like) and she'll have implied status until you receive the results. Worst case, you'll get 4-5 months implied and potentially a year for things to return to normal.

You could try a H&C application. She can stay in Canada while the app is processing, and best case will get PR status after.

Keep in mind H&C apps typically have low chance of success, but due to situation in Venezuela now there may be some hope. I would engage the services of a lawyer experienced in H&C cases if you wanted to proceed with this route.

I would say H&C is only worth trying if she is widowed and has no immediate family members back home.
