You need to contact the college you are considering going to as anything else here will be speculation as nobody knows what may happen in next few months. Colleges have a challenge in closing now, May entrants may even have to be deferred or worst case cancelled altogether. Can only hope some normality for September but again all anyone can do is speculate given of course managing COVID is more important than someone getting an offer letter or a study permit.
IRCC by the way appears still be processing applications but whether colleges are issuing offers until the situation becomes clear could be another matter
