What are the causes for processing delay? (for those already had PER & waiting)

From my observation, at this time, most of the applications submitted in May-Aug 2014 time frame have been granted a visa, many in Sep-Nov 2014 got their MR, even some Dec applicants already got MR. In lightening fast VO's like Sao Paolo, many Dec folks even got their visa a few weeks back. However, the number of applicants who already had PER but are still waiting for MR represents 23% of the population on this forum spreadsheet. There have been discussions about the way VO's process our applications and possible reasons for delay. As such, I want to open this thread for us to share our experience and observation on the related matters.

Let me start by sharing some perceptions I have heard

1> LIFO instead of FIFO - Naturally, we think the applications will be processed on a first-come-first-served basis but reality shows many later applications got processed earlier. There is an opinion that, VO parks earlier applications aside and processes later ones first to increase the number of completed case against a short timeline committed by CIC.

2> Applications that are transferred are always processed faster - There are cases moved from NDVO to Warsaw and SGVO to Manila, perceptually due to the high workload at the original VO. Hence faster processing.

3> Processing time is longer for NOC with more zeros? This means the NOC at the top of the table e.g. 0013, 0015... takes much longer time as they are high NOC.

4> Applicants with more overseas travels will be investigated longer - This makes some even decide not to leave the country for a short trip for fear of delay in processing.

5> Employing immigration will delay the process and there is more scrutiny than those self-prepared applications - The perception is applications thorough the hand of consultants are too polished to be believable.

Guys, I look forward to your opinions and arguments about the perceptions above and feel free to add more. We all agree that there is nothing we can do to accelerate the process but if we have a better understanding of how VO's handle our cases, we will be more mentally prepared during this time and probably utilize the waiting time for other meaningful things in preparation for the new life ahead. Good day. This is a nice topic and will help a lot of people understand this processing time cos it's very frustrating. My wife who is a live- in caregiver in canada applied for our pr in April 2014 and my file was transferred to AVO since August 2014 . We have paid for everything just for AVO to send my medical that is all. But until now we have not heard from them.

I appreciate ur endeavour. But my observations are slightly deviant in some points. For example I have seen so many cases with NOC havimg more zeros being processed faster.

Yes I have observedthis transfer thing as well. But I think in general there isn't any definite pattern to select the case. For example one of the guys with same NOC and timeline as mine got SLU n PCC last weekend. But I still am waiting. Nothing after PER. Infact I never travelled internationally other than may country of origin and current country of residence.
