What are my chances to get TRV outside canada

I have applied PR under CEC applied TRV inside canada on 20th march 2014 still waiting for my passport. I emailed and they said my application in under process and if i want i can withdraw my application.

I have open BOWP till 28th september 2014 so if i withdraw application,as i hve booked my ticket for 15th april so what are my chances to get TRV outside canada.What wll be processing time as my visa office is new delhi.india
