What after refusal in CEC application ?

Hi,

My friend got refused for the following reason:

These are the exact words from the refusal letter.

"You indicate on your formal application form that you have been employed by ABC Company since July 2008. Attempts to verify your letter of reference from ABC Company brought to my attention the fact that, since February 2009 date the ABC Group office in canada is no longer in existence. As a result, I have calculated your time of employment there to be less than 8 months. You have not obtained the necessary 12 months of Canadian Work Experience to meet the skilled work experience requirement."

They don't have any problem with his NOC code, Education, IELTS and so on.

They only have problem with the company's presence after Feb 2009.

Although the company is presently operating in Canada. It is registered Canadian Company.

My room mate already got his LMO approved and also he got his PR after July 2009 with same company.

NOW WHAT IS THE NEXT STEP?

Had your roommate tried applying for permanent resident status through the provincial nominee program?

Flex - are you saying that the ABC Group office in Canada actually does still exist? If so, why was the IO unable to contact them?
