WES- please help me interpret this

I'm in the process of having my master degree evaluated through WES.
The process however, is complex. And I just cannot figure out what they want me to do with this one explanation:

"Clear, legible photocopies of all degree certificates or diplomas issued by the institutions attended, to be submitted to WES by applicant". I am not sure I understand their meaning of legible, as well as by the institution.

An English definition of legible is "clear enough to read". However, in their case I am wondering if what they are truly asking for is validated copies from some authority. And with by the institution I am wondering if the institution is the authority they want them validated from.

Can anyone provide me with some clarity?

In simple words, photocopies of your degree certificate(s), no need for attestation. Only the mark sheets/transcripts have to be attested and placed in a stamped and sealed official university/college envelope.

Note that the requirements are different for different countries, and follow the specific ones relevant to you. For example, they didn't need anything from my University as the documents had to be verified by apostille.

Thank you, then I will rely on that unless anyone else on the forum interprets it differently.
WES itself don't seem to answer personal enquiries. I sent them an email with this particular question and WES replied with an automatic copy of what was mentioned on their website. The problem is that what is mentioned on their website is inadequate for me to fully understand.

I am also confused as to why they are asking for all of my "degree certificates", when I have three degree certificates whereas one of them includes my transcripts. Then they are elaborating that I should not send in my transcripts. But my transcripts falls under the title "degree certificates".

Thanks, I noticed that. What I am referring to is what they specifically asked for for my country of education.

Yes, you can send them the copy of the degree certificate.

If you have submitted multiple degrees for evaluation, then you need to submit copies of all degrees that have been conferred or awarded.

I am not sure of what you mean by by '.....I have three degree certificates whereas one of them includes my transcripts..' Degree certificate would be just a certificate which states what degree has been awarded by which institution and when etc, it does not include the transcript.

I know it's confusing. I understand what WES mean, but my University issued my degree certificate in three pages, each page showing 1 out of three (for instance, page 1(3), 2(3), 3(3). I can imagine that just including 1 page out of the three wouldn't be sufficient in most cases. Page 2(3) is my transcript. All three pages that the title "degree certificate".

In that case send the copy of all the three pages (degree certificate). The transcripts issued by the university (in the sealed envelope), will anyway match with the photocopy that you send.
