WES - Institute Envelope

1- So, My university just gave me a white envelope without the logo or name of the university but with stamp & signature across the back flap so is that OK?

2- Inside the envelope is :
Academic Transcript issued in English
Degree Certificate issued in English

So should I send beside that another copy of the Degree Certificate ? Because in the Requirement page it says that the institute should send the transcript and I should send the Bachelor's Degree ?
