If you have looked into this link there is no 229 or 299 CAD mentioned. It should not be more than CAD 240. Call them if you are in confusion.

To your other question of how to deliver documents, it's not you but your university who will directly courier marksheet and certificates to WES. You will have to connect with your university and arrange for that.

One makes a login, and start their FSW ECA application on WES's website. When one reaches at the end of that application, it shows the amount one has to pay WES for their ECA application.
