I got my wes evaluation recently . In that it was written that fivr and one half years of proffessional study in dentistry...can it br considered as a proffesional degree

If its mentioned Professional, then you can claim CRS points for Professional Degree.

I and my spouse created express entry profile but it came as not eligible ... but v have overall 8 for ielts ..2 yrs of experience...both of us are 26 yrs of age ...got a credential of profesnl study in dentistry..v showd a fund of 16000cad ... overall score for federal skilled worker is 78 ...v met all the criteria ..but it came as ineligible..what will be the possible reason ...

We kept the number of working hours as 9

You have to mention hours for a week. Recheck the question.
