WES Document Question

I'm about to send out my transcripts to WES for accreditation. One of the Universities sent me the transcript in a sealed envelope. My question is while the signature of the of the person sealing the envelope is legible. The stamp below the signature is smudged from an issue with the ink (the stamp says the persons name who signed it, University Recorder, and then Rutgers, The State University). It's clear that the envelope is sealed and was not tampered with. Do you think this will be ok to sent with the smudge or should I request another copy?
